हाउस रेंट अलाउंस (HRA) और सिटी कम्पेन्सेटरी अलाउंस (CCA) के भुगतान की समीक्षा और अधिक भुगतान की वसूली

वित्त विभाग को यह पता चला है कि वर्ष 2023 से 2025 के दौरान कई कर्मचारियों को नियमों के विरुद्ध गलत तरीके से HRA और CCA दिया गया है। इस कारण सरकार ने यह निर्णय लिया है कि:

1️⃣ कर्मचारी उसी पद पर कार्य करें जो सरकार द्वारा स्वीकृत पद है और उनका वेतन व भत्ते उसी पद पर चार्ज होना चाहिए।

2️⃣ अगर किसी विभाग ने कर्मचारियों को ऐसे स्थान पर तैनात किया है जहाँ स्वीकृत पद मौजूद नहीं है, और फिर भी उनका वेतन व भत्ते कहीं और से निकालकर दिए गए हैं,
तो इस तरह दिए गए अतिरिक्त और गलत भुगतान की वसूली की जाएगी।

3️⃣ यदि किसी विभाग के प्रमुख (HOD) को यह आवश्यक लगता है कि किसी पद का कर्मचारी किसी दूसरे स्थान पर तैनात किया जाए,
तो ऐसी स्थिति में:

• उस स्थान के लिए नए पद की स्वीकृति (Finance Department की अनुमति के साथ)

• पहले वाले स्थान पर मौजूद पुराना पद रद्द (abolish) किया जाए

Review of payment of House Rent Allowance (HRA) and City Compensatory Allowance (CCA) and recovery of excess payments.

It has come to the notice of the Finance Department, during the analysis of salary payments for the financial years 2023–2025, that several employees have been drawing House Rent Allowance (HRA) and City Compensatory Allowance (CCA) incorrectly, in violation of the provisions contained in the applicable rules.

After careful consideration of the matter, the Governor is pleased to order the following:

1️⃣ Employees must be posted only against sanctioned posts
Salary including allowances shall be drawn strictly against the post which has been duly created by the Government.

2️⃣ Recovery of excess and irregular payments
In cases where Departments/Heads of Department (HODs) have posted employees at locations where no sanctioned posts exist, and if salary including allowances has been drawn from other posts, any excess/irregular payment of HRA, CCA or other allowances shall be recoverable from the concerned Government servant(s).

3️⃣ Prior approval for posting employees outside sanctioned locations
If the HOD considers it necessary, in public interest, to post an employee of a particular post at a different location, prior approval for creation of a post at such location must be obtained with concurrence of the Finance Department. Simultaneously, the existing post at the original location must be abolished.
