बीमा का आवश्यक होना:-

(1) सरकार, जिला परिषद्, पंचायत समितियो या ऐसे संगठनों, जो सरकार द्वारा इस आशय का आदेश जारी करके विनिर्दिष्ट किये जायें, के अधीन किसी अधिष्ठायी पद पर राजस्थान सेवा नियमों के अधीन स्थायी रूप से या अस्थायी रूप से नियुक्त प्रत्येक व्यक्ति विभाग को बीमा स्कीम में अभिदाय करके अपने जीवन का बीमा करायेगा।

(2) बीमा उस वित्तीय वर्ष के, जिसमें उक्त व्यक्ति नियुक्त हुआ है, मार्च मास से किया जायेगा।

(3) बीमा इस शर्त के अध्यधीन किया जायेगा कि कर्मचारी क्षय रोग, अस्थमा, कैंसर,मधुमेह,एड्स या सरकार द्वारा समय समय पर अधिसूचित किसी भी अन्य गम्भीर रोग से ग्रसित न हो। वह इस आशय की घोषणा अपने प्रथम घोषणा पत्र में करेगा। 

टिप्पणीः- यदि नियुक्ति अधिकारी या आहरण एवम् संवितरण अधिकारी मार्च मास के वेतन बिल पर ये प्रमाणित करता है कि किसी अस्थायी सरकारी कर्मचारी या पंचायत समिति और जिला परिषदों के कर्मचारी के स्थायी होने की संभावना नहीं है तो उसे आगामी फरवरी मास के अंत तक नियम-8 के प्रवर्तन से छूट दी जायेगी। 

Compulsory effecting of Insurance:-

(l)Every person appointed under Rajasthan Service Rules to a substantive post whether permanently or temporarily under the Government ,Zila parishad, panchayat samities or such organisation as specified by the Government by an order issued to that effect, shall effect insurance on his/her life by subscribing to the Insurance scheme of the department.

(2) The insurance shall be effected from the month of March of the financial year in which the said person is appointed.

(3) the effecting of insurance shall be subject to the condition that the employee is not suffering from Tuberculosis Bacillus, Asthama, Cancer, Diabetes, AIDS or any other serious disease notified by Government from time to time. He shall make a declaration to this effect in his first declaration form.

Note:- If the appointing authority or drawing and disbursing officer certifies on the salary bill for the month of march that there is no likelihood of a temporary Government servant or employee of Panchayat Samiti and Zila parishads becoming permanent he/she shall be exempted from the operation of rule 8 until the end of succeeding February.
