संदिग्ध मामलों में अवकाश की सिफारिश करने का निषेधःनियम 78 के अनुसार किसी ऐसे मामले में जहाँ यह ज्ञात हो/आभास हो कि अवकाश के उपभोग के पश्चात् कर्मचारी के सेवा पर पुनःउपस्थित होने की आशा नहीं है तो चिकित्सा अधिकारी को अवकाश की सिफारिश नहीं करनी चाहिये। ऐसे मामले में चिकित्सा प्रमाण-पत्र में केवल यहीं अंकित किया जाना चाहिये कि कर्मचारी राज्य सेवा के लिये स्थायी रूप से अयोग्य है।

Rajasthan Service Rule 78 -- Medical Certificate to Government servant who is unfit to return to duty.- Medical Officers must not recommend the grant of leave in any case in which there appears to be no reasonable prospect that the Government servant concerned will ever be fit to resume his duties. In such cases, the opinion that Government servant is permanently unfit for Government service should be recorded in the Medical Certificate.
